Short Answer
Campaigns that get clicks but no conversions usually leak in one of a few places: broken conversion tracking, search terms that don't match buying intent, ads pointing at pages that don't continue the promise, a weak offer, or leads that arrive but are never followed up. Diagnose in that order — measurement first — before changing budgets or bids.
Increasing the budget usually doesn't solve this. The problem may live in tracking, keywords, structure, ads, landing pages, the offer, or the sales process — sometimes several at once.

The account may look like it has a performance problem when the real problem is broken measurement.

What you target and what customers actually type are different — the Search Terms report often reveals the leak.

High-volume keywords aren't always high-value keywords. Buying intent matters more than traffic volume.

A specific search promise followed by a generic homepage creates friction and drop-off.
Where to check: Click your own ad and follow the journey a stranger would take.
Fix direction: Send each ad to a page that continues its specific promise.

Qualified traffic still fails to convert when the page is slow, generic, or has no clear next step.
Where to check: Load the page on a real phone over mobile data and try to enquire.
Fix direction: Fix speed and mobile usability, and give the page one obvious next step.
Offer
Google Ads can bring people to the decision point — it can't guarantee your business wins the comparison.
Where to check: Compare your offer side by side with the competing ads shown for the same search.
Fix direction: Strengthen the offer before spending more on traffic.
Tracking
Optimizing toward easy, low-value actions instead of qualified leads, appointments, or revenue.
Where to check: Which conversion actions are marked primary, and what bidding actually optimizes toward.
Fix direction: Optimize toward the action closest to revenue that still has enough volume.
Structure & Budget
Unrelated services, locations or intents grouped together limit optimization and reporting clarity.
Where to check: Whether unrelated services, locations or intents share campaigns and ad groups.
Fix direction: Separate services, locations and intents so budgets and bids can be controlled independently.
Structure & Budget
Budget split evenly instead of toward the campaigns generating the most qualified leads.
Where to check: Spend versus qualified leads per campaign, and impression share lost to budget.
Fix direction: Reallocate toward the campaigns producing qualified leads at the best economics.

Conversions happen, but the leads aren't qualified, in-area, or able to afford the service.

Measurement
Clicks prove the ad won attention; conversions prove the page and offer captured it. They fail for different reasons and need separate diagnosis.
A form fill or call click is not revenue. Judge campaigns on qualified leads, appointments and sales — not raw conversion counts.
Micro-conversions counted as primary can inflate the conversion column and make a struggling account look healthy.
Slow response times and inconsistent follow-up can look identical to an advertising problem in the reports.
